Yes. You can apply for permanent residence together with a work-permit extension, and if you don't yet qualify you can still receive an extended work permit.
When your current work permit is coming to an end, you can apply for permanent residence at the same time as you apply to extend the work permit. Migrationsverket assesses both.
If you do not yet meet the requirements for permanent residence but you still qualify for a continued work permit, you are normally granted an extended temporary permit instead, so you can keep working and try again later.
