
Seasonal workers, intra-corporate transferred (ICT) workers, students and vocational trainees, and holders of limited temporary permits cannot use that time to obtain EU long-term resident status.
Not all lawful residence counts toward the five-year requirement for long-term resident status. Luxembourg excludes several temporary categories on the basis that they are not meant to lead to settlement.
The excluded groups include seasonal workers, transferred workers under the ICT scheme, students and vocational trainees, and people holding permits that are limited or temporary in nature. If you have spent time in one of these categories and then moved to a qualifying permit, only the qualifying residence generally counts. Planning your route with this in mind avoids the disappointment of discovering that years of residence do not qualify.
