Enter on the long-stay study visa, then apply at the local immigration office for a residence permit before the visa expires, within the deadline IGI sets.
The study route has two stages. First you obtain a long-stay visa for studies (type D), valid for 90 days with one or more entries. This visa lets you enter Romania to begin the residence process.
Once in Romania, you must apply to the local IGI office for a student residence permit before your visa expires. You will need your enrollment certificate from the institution, a valid passport and application form, proof of legal housing, financial proof, and a medical certificate. The residence permit is then issued for the duration of your studies and renewed each year as you progress.
