A temporary permit is time-limited and tied to a specific purpose (work, study, family), while a permanent permit lets you live and work in Norway indefinitely with stronger protection against expulsion.
Temporary permits, such as a skilled worker or study permit, are granted for a fixed period and depend on you continuing to meet the conditions of that specific permit, for example keeping the job or staying enrolled. They must be renewed and can be tied to one employer or institution.
A permanent residence permit removes the time limit and the link to a single purpose: you can generally live and work in Norway without renewing the permit and you gain extra protection against expulsion. You still need to keep the permit valid by not staying abroad too long, and it is a common stepping stone toward Norwegian citizenship.
