Who applies for the single permit, and does the Employment Service have to approve it?

Both the employer and the worker are able to lodge the single permit application, either at a Slovenian diplomatic or consular post abroad or at an administrative unit in Slovenia.

The Employment Service plays a gatekeeping role: it must grant consent confirming the legal conditions for employment are satisfied. The administrative unit handles the residence element and issues the combined permit once that consent is in place. This two-body coordination is built into the single-permit process, so both the labour and residence conditions have to be met.
