
It does not grant citizenship directly, but living in Cyprus on the status can build toward eligibility for naturalisation over time, subject to separate residence and language conditions.
Permanent residence under Regulation 6(2) lets you reside in Cyprus indefinitely, but it is not a passport. Cyprus citizenship is obtained separately through naturalisation, which has its own legal requirements including a substantial period of actual physical residence in Cyprus, knowledge of the Greek language and integration criteria.
Because the investor permanent residence route does not require you to actually live in Cyprus, simply holding the permit for years while living abroad does not by itself create citizenship eligibility. Applicants who eventually want a Cyprus or EU passport should plan to spend significant time physically in the country and meet the naturalisation conditions, which are assessed independently of the investment.
