EU Blue Card holders can apply for a settlement permit in as little as 21 months with B1 German; skilled workers typically after three years; the standard route is five years.
Germany's permanent residence title is the Niederlassungserlaubnis (§9 Residence Act). The standard route requires five years of legal residence, 60 months of pension-insurance contributions, B1 German and basic knowledge of the German legal and social system. EU Blue Card holders benefit from a strong fast track: a settlement permit after 27 months of qualifying work, reduced to 21 months with B1 German. Skilled workers under the Skilled Immigration Act typically qualify after three years, and graduates of German universities in qualifying jobs after two. A separate EU Long-Term Residence permit (§9a) is available after five years and adds the right to move to other EU states.
