AIMA. The Agency for Integration, Migration and Asylum replaced SEF on 29 October 2023 and now handles residence permits; visas are still issued by Portuguese consulates.
The former immigration service SEF was extinguished and, since 29 October 2023, its residence-permit functions are carried out by AIMA (Agência para a Integração, Migrações e Asilo). AIMA processes residence permits, renewals and investment residency. Visas continue to be issued by Portuguese consulates under the Ministry of Foreign Affairs, through the official portal vistos.mne.gov.pt and VFS Global. The typical path is to obtain the relevant national visa at a consulate, enter Portugal, then apply for the residence permit with AIMA.
