Quebec selects skilled workers through an expression-of-interest system. Candidates create a profile and enter a pool, where they are ranked, and the government issues invitations to the highest-ranked profiles in regular draws.
Being in the pool does not guarantee an invitation, so your ranking factors, such as your profile details, matter a great deal. Improving the elements that affect your score can increase your chances of being invited to apply for selection and ultimately for permanent residence.
