You must hold an eligible regional provisional visa, the subclass 491 or the subclass 494, to qualify for the 191.
The 191 is the permanent residence stage for people who came through Australia's regional skilled program. To apply, you must hold an eligible provisional visa, which means a Skilled Work Regional (Provisional) visa (subclass 491) or a Skilled Employer Sponsored Regional (Provisional) visa (subclass 494).
The 191 is not an entry-level visa; it is the second step after you have already lived and worked in regional Australia on one of those provisional visas. If you do not yet hold a 491 or 494, you need to obtain one first.
