The orientation year is aimed at highly educated people who want to look for work after finishing their studies or research in the Netherlands. You can qualify if you completed an accredited bachelor's, master's or post-master's programme at a Dutch higher education institution, obtained a PhD in the Netherlands, or carried out research here.
There is also a route for graduates of foreign universities that rank in the top 200 of recognised global rankings (Times Higher Education, QS or ShanghaiRanking) across the relevant lists. The key idea is that the permit rewards recognised, high-level education rather than a specific job offer.
