
No. EU/EEA and Swiss citizens enjoy free movement; they can stay up to three months freely and only register a residence document for longer stays.
If you hold citizenship of an EU/EEA country or Switzerland, you don't go through the third-country permit system at all. You can enter Bulgaria with a valid ID or passport and stay for up to three months without any permit. For longer stays you register for a residence document with the authorities rather than applying for a Single Permit, Blue Card or similar. Your family members — including non-EU family — can obtain residence through their own dedicated procedures. The permits described elsewhere on this page (Type D visa, Single Permit, Blue Card, ICT, seasonal worker and so on) are specifically for non-EU (third-country) nationals.
