Permanent visas include a travel facility that eventually expires; the Resident Return visa renews your right to re-enter Australia as a permanent resident.
Permanent residence does not by itself give you an unlimited right to travel. Your original permanent visa includes a travel facility, usually five years, after which you can remain in Australia but may not be able to re-enter from overseas.
The Resident Return visa renews that travel facility so you keep your permanent status while travelling. Without a valid travel facility, a permanent resident who leaves Australia could be unable to return as a resident.
