Yes. You must have an employment contract with a Dutch employer that is a recognised sponsor with the IND, and your salary must meet the highly skilled migrant threshold.
The Highly Skilled Migrant (kennismigrant) route is built around the employer. Your prospective employer in the Netherlands must be registered as a recognised sponsor with the IND, and the employer normally submits the application on your behalf.
Your gross salary must meet the applicable income requirement, which differs by age and includes a lower threshold for recent graduates, and it must be in line with market rates for the role. Certain regulated professions (for example some medical roles) require additional registration such as BIG, so confirm any sector-specific rules.
