
You must legally hold a valid temporary residence permit in Portugal for at least five years before applying for permanent residence under Article 80.
Portuguese permanent residence under Article 80 of Law 23/2007 is built on top of temporary residence. You first live in Portugal on a temporary residence permit and renew it as required, and once you have completed at least five years of legal temporary residence you become eligible to apply for the permanent permit.
The five years must be lawful and continuous residence under a valid permit, so it is important to keep your temporary permit valid and renewed throughout that period. Gaps or periods of irregular status can affect whether the time counts toward the five-year threshold.
