Your record of exceptional and outstanding achievement must fall in one of four areas: a profession, a sport, the arts, or academia and research. Examples the Department gives include global researchers, entrepreneurs, innovative investors, athletes and creatives.
You also need to show you are still prominent in your field, that you would be an asset to the Australian community, and that you can establish yourself in Australia. Your achievement should be recognised internationally, not just locally.
