The subclass 188 was an invitation-based visa. You first submitted an Expression of Interest (EOI) through SkillSelect and could be nominated by an Australian state or territory government.
Only after receiving an invitation to apply could you lodge the visa application. State and territory nomination requirements varied, so the criteria depended partly on where you intended to do business or invest. (Note: the program is now closed to new applications.)
