Yes. Most third-country nationals need a single permit (combined residence and work) or a separate work permit; EU/EEA and Swiss citizens do not.
Citizens of EU/EEA countries and Switzerland can work in Poland without a permit. Other (third-country) nationals need authorisation. The most common route is the Temporary Residence and Work Permit, known as the single permit (jednolite zezwolenie na pobyt czasowy i pracę), which combines residence and work authorisation in one decision by the voivode. An alternative is a separate work permit obtained by the employer, used together with a national visa. Specialised routes also exist, such as the EU Blue Card for highly qualified roles.
