You must prove French speaking, listening, reading and writing skills at level 5 or higher on the Niveaux de competence linguistique canadiens (NCLC) scale.
Because the goal of the pilot is to support French-speaking newcomers settling in Francophone minority communities outside Quebec, French ability is a core requirement. You need to demonstrate NCLC level 5 or higher in all four abilities: speaking, listening, reading and writing.
This is usually shown with an approved French language test result. Make sure your test is one IRCC accepts and that every one of the four scores meets the minimum, because a single ability below NCLC 5 can make you ineligible.
