An open work permit is not tied to a specific job or employer. It lets you work for most employers in Canada without first having a confirmed job offer or a Labour Market Impact Assessment (LMIA).
An employer-specific (closed) permit, by contrast, names one employer and often the role, location, and duration, and usually requires an LMIA or a qualifying exemption. Open work permits give far more flexibility to change jobs, but they are only available to people who fall into specific eligible categories rather than to anyone.
