The Researcher Residence Permit is centred on a hosting agreement (or work contract) between you and a recognised Estonian research and development institution. Securing that host is the essential first step.
Alongside the hosting agreement, you generally need appropriate qualifications or experience for the research activity, and the institution must ensure sufficient income, valid insurance and project funding. A real advantage of the route is that researchers are exempt from both the immigration quota and the labour-market test. The PPA processes applications in up to two months, with the residence card issued within a further 30 days, and the state fee is EUR 250 in Estonia plus a separate card fee.
