Yes, an Assurance of Support (AoS) bond is mandatory for all permanent parent visas and cannot be waived. For the 143 it runs for 10 years.
An Assurance of Support is a legal commitment by a person (the assurer) to financially support the visa applicant so they do not have to rely on certain government payments. A refundable bond is lodged as part of this.
For a permanent Contributory Parent visa, the AoS period runs for 10 years. It starts from the date you arrived in Australia if you applied from outside Australia, or from the date the permanent visa was granted if you applied onshore.
The assurer can be any person aged 18 or over who is an Australian citizen, permanent resident or eligible New Zealand citizen. This requirement is mandatory and cannot be waived.
