No. The ICT permit is tied to the intra-company transfer, and it can be revoked if you no longer meet the ICT conditions, which effectively prevents changing employers.
The ICT permit exists specifically for your assignment within the same company or corporate group. If you stop meeting the ICT requirements, for example by leaving the group to join an unrelated employer, the permit can be revoked.
In practice this means you cannot use an ICT permit to move freely to a different Greek employer. If you want to change employers, you would need to qualify for and obtain a different, appropriate residence and work permit category.
