Often, yes. Most adult family members need basic German (A1) before arriving, and German is built into Austria's Integration Agreement for longer-term status. Some work tiers and their families are exempt at entry.
Austria integrates German-language requirements into its system through the Integration Agreement, which sets staged language milestones. For family reunification, most adult applicants must show basic German at A1 level before they arrive, though there are exemptions, for example for families of EU Blue Card holders and researchers, and for children under 14. To apply for Long-Term Residence - EU after five years, you must have completed Module 2 of the Integration Agreement, which raises the language bar further. So while many skilled-work entrants do not need German on day one, it becomes important for family reunification and for any path toward permanent residence.
