To qualify you generally need stable, regular and sufficient income, valid sickness insurance, and to pass the civic-integration exam (inburgering) unless you are exempt, with no relevant criminal record.
The two options serve slightly different goals: the EU long-term resident status additionally gives you the right to move to other EU member states under certain conditions, while the Dutch permanent residence permit anchors you in the Netherlands. Both are handled through the IND.
