An employer-specific permit ties you to one named employer, job, and location, while an open work permit lets you work for almost any employer in Canada.
An employer-specific work permit, sometimes called a closed work permit, authorizes you to work only for the employer named on the permit, often in a specific role and location and for a set period. It is usually based on a positive Labour Market Impact Assessment (LMIA).
An open work permit is not tied to a particular employer, so you can generally work for most employers anywhere in Canada. Open permits are issued only in specific situations and are not linked to an LMIA. Knowing which type you hold matters, because it determines whether you can change jobs without a new permit.
