
It's a single permit covering both residence and work. For most jobs your employer starts with a labour-market test at the HZZ, then the stay-and-work application goes to MUP.
Croatia's main work route is the combined stay and work permit (dozvola za boravak i rad), which bundles your right to live and your right to work into one approval. The usual flow: you secure a job offer from a Croatian-registered employer; for most roles the employer requests a labour-market test from the Croatian Employment Service (HZZ); once that's cleared (or skipped for an exempt role), the stay-and-work permit application is processed by the Ministry of the Interior (MUP). The administrative fee for the permit is 74.32 EUR, with the biometric residence card charged separately. You'll also need a valid passport, proof of means of subsistence, health insurance and a clean criminal record.
