
The Immigration Permit under Category F is a permanent permit for financially independent non-EU nationals — often retirees — who can support themselves from foreign income and do not intend to work or run a business in Cyprus. No minimum property investment applies, but processing is currently very slow.
Category F is Cyprus's permanent immigration permit for people of independent means: retired or financially self-sufficient third-country nationals who live off income earned abroad. Unlike the investment route, there is no minimum property investment requirement, which makes it attractive to those who simply want to settle on foreign-sourced income.
To qualify you generally need secured annual income from abroad of at least EUR 9,568 for the main applicant (with additional amounts per dependant), drawn from acceptable sources such as pensions, dividends, interest or overseas rental income. You also need valid health insurance in Cyprus and a clean criminal record, and you must not take up employment or business activity in Cyprus. An indicative EUR 500 application fee per person applies. The main drawback is that processing times are currently very long.
