No. Cyprus terminated its citizenship-by-investment programme in 2020. Investment routes now lead to residence, not a Cypriot passport.
The Cyprus citizenship-by-investment (often called the 'golden passport') scheme was terminated with effect from November 2020 and is no longer available. What remains are residence routes: the fast-track Permanent Residence by Investment under Regulation 6(2) (a qualifying investment from EUR 300,000), and Category F for people of independent means. These grant permanent residence, not citizenship. Naturalisation as a Cypriot citizen is a separate, much longer process based on years of lawful residence.
