It's a points-based residence permit, in force since 1 June 2024, that lets qualified non-EU jobseekers move to Germany to look for work without a job offer in hand.
The Opportunity Card (Chancenkarte, §20a Residence Act) replaced the old Job Seeker Visa for most applicants. There are two ways to qualify: hold a qualification already recognised in Germany, or score at least six points across criteria such as qualification, professional experience, German or English language ability, age and previous ties to Germany. A useful change is that the points route accepts a foreign qualification recognised in your country of origin — full German recognition is not required up front. You must show funds to cover your stay and hold health insurance, and you may take part-time work or short trial employment while searching. Confirm the current points table and funding amount on the official portal before applying.
