The Settlement Permit is Germany's open-ended permanent residence title. The standard route requires five years, but Blue Card holders qualify in as little as 21 months and skilled workers in three years.
The Settlement Permit (Niederlassungserlaubnis, §9 Residence Act) is Germany's open-ended permanent residence. The standard route requires five years of valid residence, 60 months of compulsory pension-insurance contributions, German at B1 level, basic knowledge of the German legal and social system, a secured livelihood and adequate housing.
What makes Germany distinctive is the fast track for skilled migrants. EU Blue Card holders can apply for a settlement permit after 27 months of qualifying work, reduced to 21 months with B1 German. Skilled workers under the Skilled Immigration Act typically qualify after three years, and graduates of German universities in qualifying jobs after two — all well ahead of the standard five years.
The fee is EUR 113 (EUR 124 for the self-employed). Because eligibility periods depend on your permit type and integration progress, it is worth tracking your pension contributions and language level early.
