Yes. Blue Card holders can move to a second EU Member State, and if that move does not work out you can return to Finland.
One of the advantages of the EU Blue Card is intra-EU mobility. As a Finnish Blue Card holder you can relocate to another EU Member State under the Blue Card rules.
If the second state does not grant you an EU Blue Card, you may return to Finland and stay for three months even if your Finnish Blue Card has expired. A family member who holds a Finnish residence permit may move with you and return to Finland with you.
