The Intra-Company Transfer (ICT) permit is specifically for moving existing staff within a multinational group, not for hiring new employees locally. It covers three categories: senior management, key personnel holding specialist knowledge, and trainees on a formal training programme.
The Irish entity and the foreign employer must be genuinely connected, for example as parts of the same group or through a holding company. If you are not transferring from a related overseas company, the ICT permit is not the right route and another permit type would apply.
