An open work permit is itself temporary and does not automatically grant permanent residence, but it lets you live and gain Canadian work experience that can support a future PR application.
An open work permit is a temporary status. Holding one does not, by itself, make you a permanent resident or guarantee you will become one.
However, it can be an important stepping stone. Canadian work experience gained on an open work permit can help you qualify for economic permanent residence programs, and some open work permits (such as bridging open work permits) exist specifically to let people keep working while a permanent residence application is being processed. To become a permanent resident you still need to apply and qualify under a specific PR program.
