First you apply for the reunification authorisation from inside Spain; once it is approved, your relative applies for a family reunification (D) visa at the Spanish consulate abroad.
The sponsor starts by filing the reunification application at the immigration office (Oficina de Extranjeria) in Spain. After this initial authorisation is granted, the relative abroad applies for the corresponding long-stay (type D) visa at the Spanish consulate covering their place of residence.
After the relative enters Spain with the visa, they must register and apply for their Foreigner Identity Card (TIE) within the legally required period, usually one month from arrival. Missing this step can jeopardise the residence status, so plan the timeline carefully.
