Yes. You must be in the UK on a Student visa and apply before it expires, after your university confirms you have completed your course.
The Graduate visa can only be applied for from inside the UK while you still hold a Student, or former Tier 4, visa. You cannot apply from abroad.
Your education provider must first tell the Home Office that you have successfully completed your eligible course. You then need to apply before your current Student visa expires - applying after it has ended is not allowed.
