
You create a profile and enter a category-specific pool; IRCC holds rounds of invitations, and only after you receive an invitation can you submit a full work permit application.
IEC is not first-come, first-served at the application stage. You first build an online profile and accept being placed in the pool for your chosen category and country. Canada then runs periodic rounds of invitations during the season, drawing candidates from each pool.
If you are invited, you have a limited window to decide whether to accept and then to submit your complete application with documents, fees, biometrics, and medical or police checks if required. If you are not invited in one round, your profile can remain in the pool for later rounds while the season is open.
