It must be a scalable product or service with high added value (often technological) that creates something genuinely new or significantly improves an existing product or service.
Latvia's Office of Citizenship and Migration Affairs (PMLP) ties this residence permit to building or developing an innovative product as part of a high-growth startup. The idea has to go beyond an ordinary business: it should be scalable and add real value, typically through technology or a new way of solving a problem.
When you apply you submit a free-form application describing the innovative product you intend to create or develop, the target market, a business justification, and your planned commercial activity for the next three years. A standard local shop or consultancy will not normally qualify, because the program is aimed at innovation-driven, scalable ventures.
