Yes, the card is employer-specific and lets you work only for the employer named in your application; changing employers generally requires a new application or the more flexible card plus.
The standard Graduates Red-White-Red Card permits temporary settlement and work for the specific employer named in your application. It does not, on its own, allow you to switch freely to a different employer.
If you want to change jobs, you typically either apply again for the new position or move up to a Red-White-Red Card Plus, which carries unrestricted labour-market access. Plan any job change with the permit conditions in mind to avoid working outside the scope of your card.
