Renewals are handled by the Immigration Office (Extranjeria) inside Spain, not the consulate, and can be filed 60 days before expiry or up to 90 days after.
Once you are in Spain, the consulate is no longer responsible for extending your stay; renewals are processed by the Extranjeria (Immigration Office). You generally renew by showing you are continuing your studies with satisfactory progress and that you still meet the financial and insurance conditions.
You can apply for renewal up to 60 calendar days before your permit expires. A late application is still accepted within 90 calendar days after expiry, though a penalty may be assessed for filing late.
