The majority of permits issued under the International Mobility Program are employer-specific. That means the permit lists a particular employer, and often the job and work location, and you are authorized to work only under those terms.
Before an employer-specific permit is issued, the employer usually has to submit the offer of employment through the employer portal and pay the employer compliance fee. Some IMP-related streams do lead to open work permits, but you should confirm exactly what your permit allows, because working outside its conditions can affect your status.
