Non-EU students usually enter Malta on a national long-stay (D) visa and then apply for a residence permit shortly after arrival; the residence card is what authorises your stay for the duration of studies.
If you are a non-EU/EEA national coming to study in Malta, you generally first obtain a national long-stay (D) visa to enter, based on your acceptance at a licensed Maltese educational institution, proof of funds and valid health insurance.
Once in Malta you then apply to Identita's Expatriates Unit for the student residence permit using the relevant study/research form. It is important not to leave this to the last minute, as you are expected to regularise your residence within the first months of arrival.
