Not necessarily: you need either a valid job offer of at least one year from a Canadian employer or a certificate of qualification in your trade from a Canadian province or territory.
The Federal Skilled Trades Program (FSTP) gives you two ways to meet the key requirement. You can have a valid job offer of full-time employment for at least one year from one or up to two Canadian employers, or you can hold a certificate of qualification in your skilled trade issued by a Canadian provincial, territorial, or federal authority.
The certificate of qualification route means a Canadian authority has assessed your training, experience, and skills and found you qualified to work in that trade, sometimes after passing an exam. Either option can satisfy the requirement, so you don't always need a Canadian job offer.
