
Without a valid nomination you cannot continue on the PNP route, but you may still qualify through Express Entry or another program if you meet its criteria.
A provincial nomination is the foundation of a PNP application. If a province declines to nominate you, or revokes a nomination, you lose the 600 extra Express Entry points (in the Express Entry route) or the basis for a paper-based application, and you cannot proceed under the PNP.
That does not necessarily end your options. If you independently qualify for a federal Express Entry program, you can remain in the Express Entry pool and compete on your own score, or explore another province's stream or a different immigration program. It is worth confirming why a nomination was declined before reapplying.
