Is the ICT permit tied to a specific employer?

Unlike the EU Blue Card, the ICT permit is bound to a specific employer, the host entity you are transferred to. You must mainly perform the duties for which the permit was issued.

The permit does allow you to pursue a trade in Finland alongside the transfer in some circumstances, but the core of the permit is the internal assignment. If the transfer ends, the basis for the permit ends too.
