
People in temporary or limited categories, such as students, are generally excluded, as are those whose residence is not stable and continuous.
The card is meant for people genuinely settled long term, so several situations do not qualify. Residence held purely as a student typically counts only in part toward the five years, and time spent in temporary or precarious categories may not count fully.
If your residence has not been regular and continuous, or you cannot meet the resources, health insurance, language and integration conditions, the application can be refused. A refusal can be explicit or implicit (silence after the set period), and you can challenge it before the administrative court within the applicable deadlines. Confirm how your particular history is counted before you apply.
