One of the main advantages of the EU Blue Card is intra-EU mobility. For business activity you can travel to and stay in other participating EU member states for up to 90 days in any 180-day period.
For longer-term relocation, after 12 months of legal residence in Cyprus you can apply to move to a second member state for highly qualified employment, subject to that country's application process. Each destination has its own steps, so check the rules of the country you intend to move to.
