Not freely. An EU Blue Card is tied to a specific employer, so to move you must obtain a new EU Blue Card for the new job, and the labour market service (AMS) checks the new role against the criteria.
The Austria EU Blue Card authorises fixed-term settlement and employment with a specific employer, so it does not give you open access to the labour market. If you want to change jobs, you cannot simply start with a new employer.
