Yes to both: you can work a second job of up to 20 hours a week alongside your main role, and you can study, though some courses need an ATAS certificate.
Your main activity must be the sponsored programme, but you may also take supplementary work of up to 20 hours per week - either in the same role or in an eligible occupation - as long as it does not displace your main job.
You are also allowed to study. For certain sensitive subjects you will need an Academic Technology Approval Scheme (ATAS) certificate before starting, so check this in advance. You cannot claim public funds on this visa.
