A DLI is a school approved by a Canadian province or territory to host international students, and you need an acceptance letter from one to apply for a study permit.
A Designated Learning Institution is a school that a Canadian provincial or territorial government has authorised to enrol international students. Only these schools count for study permit purposes.
That is why you must have a letter of acceptance from a DLI to apply for a Canadian study permit. If you are accepted by a school that is not a DLI, that acceptance cannot be used to support a study permit application.
